Keele International: Study Abroad

Introduction
Apart from Erasmus there are many other European-funded mobility programmes.
Most of these involve a minimum of three institutions in the EU working together with at least one partner in another non-EU country. The projects have a wide range of aims from developing joint curriculum at the undergraduate or graduate level in specific fields to providing technical know-how or expertise. They are not research projects and there are typically annual calls for bids, often with very short deadlines.
Anyone at Keele thinking of putting a project together should read this - Best Practices. and Practical Tips and Tricks when putting together a project
Anyone interested in starting an application or asked to be a partner in a project by another university should consult Lisa Stoker in the first instance or on +44 1782 734114.
EU Australia / EU Canada
The renewed EU Canada Co-operation Programme 2006-13
The programme rests on an agreement between the European Community and Canada to establish a co-operation programme in the field of higher education and vocational education and training. Joint consortia will remain the main Action of the Programme but the new agreement also offers some new possibilities for co-operation. It aims primarily at promoting understanding between the peoples of the European Union and Canada and improving the quality of their human resource development. Mobility through networks remains a key objective.
Details are on the programme web-site:

EU Australia
The European Union and Australia initiated a pilot phase of projects on cooperation in higher education in 2002, and continued in 2003, 2004 and 2005-06. Projects could pursue the following activities:
Joint Consortia Projects aimed to set up a framework for student mobility and curriculum development at post-secondary school level through the creation of a consortium of either EU and Australian higher education institutions at the undergraduate level, or EU and Australian VET institutions. The consortium would develop a joint study programme and allow their students to spend a period of study abroad.
EU students would travel to Australia and Australian students would travel to the EU. Study abroad periods would have to be fully recognised by the sending institutions in the framework of their university studies.
Projects had to be designed to be sustainable beyond the period of funding support. An important aspect of every project was the information on and assessment of the joint study programme results. Strategies for sustainability of the joint study programme also had to be developed and implemented.

Keele Project
Keele's EU-Australia project was on "Governance and Security Challenges to Policing in the 21st Century". This programme linked Keele (The EU Coordinator), Maribor University in Slovenia and the IEP in Grenoble with Griffth University in Brisbane (the Australian co-ordinator), Flinders University, University of Western Sydney and Monash University. Students from all universities spend the spring semester (January - June) at a partner university. In July a group of 24 students undertook a joint summer school. In 2007 the first Summer School took place at Keele University on the theme of Governance and Security Challenges to Policing in the 21st Century. The July 2008 Summer School was in Slovenia on the theme of Post Conflict Policing.
Students apply for a place via their own university.

EU USA - ATLANTIS 2006-2013
The European Union and the United States of America have signed on 21/6/2006 at the EU-US Summit in Vienna a new agreement on higher education and vocational training for another eight-year period (2006-2013). The new agreement will renews and reinforces the long standing EU-US cooperation programme that was established in 1995. The programme is funded and managed jointly by the European Commission and by the US Department of Education. It aims primarily at promoting understanding between the peoples of the European Union and the United States of America and improving the quality of their human resource development. To achieve these objectives, the new programme will support the following main Actions:
-
Transatlantic Degree action providing support to multilateral partnerships of EU and US institutions for the purpose of setting up joint study programmes - including joint/double degrees - and transatlantic mobility of students and faculty;
-
Excellence Mobility Projects, providing follow-up financial support for student mobility to joint consortia that have a proven track record of excellence in transatlantic cooperation;
-
Policy-oriented measures, addressing comparative higher education and vocational training issues, and promoting dialogue on recognition of qualifications and accreditations;
-
Schuman-Fulbright action providing scholarships to highly qualified professionals for undertaking studies or training on the opposite side of the Atlantic, in areas of specific relevance to the EU/US relations. The details of the Schuman-Fulbright action will be developed as a cooperation between the European Commission and the US Department of State.

TEMPUS
TEMPUS III came into being in 1999. Now in its 4th generation t he Trans-European mobility scheme for university studies funds projects between the higher education sector in the EU and its 26 partner countries to facilitate university modernisation, mutual learning between regions and peoples and understanding between cultures. The Tempus partner regions are the Western Balkans, Eastern Europe and Central Asia, North Africa and the Middle East.
The European Commission continues to consider higher education as a priority for its co-operation activities with the countries surrounding the European Union. The Tempus programme, with its strong focus on institution-based university co-operation, will therefore be continued over the period 2007 to 2013. The content and modalities of Tempus IV are currently being developed. It is expected that the new call for proposals under Tempus IV will be published on this web site in October 2007, with a deadline for the submission of project proposals foreseen in April 2008.
