Regulation 20: Student Discipline
There are Rules and Regulations about how you should live in the Halls of Residence, and these are usually linked to your Accommodation License Agreement.
Under Regulation 20, there are a number of Designated Officers who are empowered by the Vice-Chancellor to investigate breaches of the Regulation. These include the Residence Support Managers, the Head of Security, the Head of IT and the Head of Library services.
The Residence Support Managers (RSM’s) have a responsibility to make sure that the Halls are a nice place to live and sometimes that means intervening when things go wrong, or when a student, or group of students, are making life difficult for others. When this happens an investigation may take place and disciplinary action taken, if this is appropriate.
You can see a full list of ‘offences’ under the discipline code by searching Regulation 20 at the Keele homepage. However – some of the most common are listed below:
- Smoking in Halls of Residence (or any University Building), or allowing a guest to do so;
- Making noise that is enough to disturb the rest, or studies, of someone else;
- Maliciously, or without due care, damaging property that does not belong to you;
- Tampering with any of the fire prevention or detection equipment;
- Theft of Property;
- Not complying with a reasonable request (including meeting with RSM)
- Not evacuating building on activation of a fire alarm;
- Being responsible for the activation of a fire alarm through careless or malicious actions;
- Failure to produce identification when required to do so;
- Failing a flat inspection (if residing in Halls Flat (Barnes/Hawthorns)
Nb – if a student is ‘proven’ to have breached Regulation 20 through their behaviour or negligence, there are a range of penalties that can be implemented. These are listed within Regulation 20, but will be discussed with you in full if appropriate.
If you are asked or required to attend a meeting or interview with a Designated Officer, it is important to know that you are entitled to, and are advised to seek advice, representation or support from any member of the University community. In these cases we advise you to speak to the Independent Advice Unit, found within ASK (Advice & Support at Keele), who can be found in the Students’ Union building.
