(b) Regulations for Distance Learning Candidates, including those Overseas
(a) Joint Awards
1. General
1.1 This Regulation applies to Joint Awards made under the provisions of Ordinance II.6.
2. Board of Management
2.1 The management, development and oversight of a course or group of related courses shall be undertaken by a Board of Management comprising such representation from all partner institutions as is appropriate to each individual institution’s contribution to the course(s).
2.2 The Board of Management may appoint officers from within the staff of the participating institutions to undertake executive functions on its behalf, which shall include the designation of a Course Director whose duties and terms of reference shall be determined by the Board.
3. Board of Examiners
3.1 There shall be a Board of Examiners, appointed by the supreme academic body (Senate or equivalent) of each participating institution, for each course or group of related courses comprising such representation from all partner institutions as is appropriate to each individual institution's contribution to the course(s).
3.2 The Board of Examiners shall make recommendations to the supreme academic authority (Senate or equivalent) of each participating institution.
3.3 The Board of Examiners shall include one or more External Examiners who shall be appointed by the supreme academic authority (Senate or equivalent) of each participating institution on the recommendation of the Board of Management. Each External Examiner’s terms and conditions of service shall accord with the requirements and provisions of the Lead Institution.
4. Lead Institution
4.1 The Board of Management shall designate one of its participating institutions as Lead Institution under such conditions and for such period of time as the Board shall determine.
4.2 A representative of the Lead Institution shall chair the Board of Management.
4.3 The Lead Institution shall take responsibility for the admission of students to the course(s) in accordance with the course regulations and subject to such guidance as may be given by the Board of Management.
4.4 The Board of Management shall take responsibility for the quality and standards of the course(s) under its aegis in accordance with the Quality Assurance procedures of the Lead Institution.
4.5 Students of the course(s) leading to the joint award shall be subject to the relevant regulations and procedures of the Lead Institution in respect of:
- examination and assessment;
- academic appeals;
- complaints;
- academic misconduct;
- leave of absence;
- graduation.
5. Registration
5.1 Students shall register with each participating institution and each institution shall maintain a record of each student. The record held by the Lead Institution shall be definitive.
5.2 For the purposes of statistical and statutory returns, each student FTE shall be attributed to each participating institution pro rata to the institution’s annual contribution to the course(s).
5.3 As registered students of each participating institution, each student shall have access to the facilities and support arrangements provided by each institution, subject always to such regulations as an institution may make for its students in respect of the use of such facilities and support arrangements.
5.4 As registered students of each participating institution, each student shall be eligible for membership of the Students’ Union of each participating institution.
6. Fees
6.1 Unless regulated by statutory instrument, the annual course fee shall be agreed by the governing body of each participating institution on the recommendation of the Board of Management.
6.2 Fees shall be paid to the Lead Institution which shall allocate the fees received to each participating institution pro rata to the institution’s contribution to the course.
7. Student Discipline
7.1 A student shall be subject to those disciplinary procedures of the participating institution on whose premises any alleged disciplinary offence is committed.
7.2 Where an alleged disciplinary offence is committed away from the premises of any participating institution, the student shall be subject to the disciplinary procedures of the Lead Institution.
8. Course Regulations
8.1 There shall be course regulations for each course which shall be subject to the approval of each participating institution in accordance with each institution’s internal procedures.
(b) Regulations for Distance Learning Candidates, including those Overseas
University Regulations apply to all students registered with the University, irrespective of the
location of study. Disciplinary procedures may vary for students based overseas. At the discretion of the Vice-Chancellor, the student may be given the opportunity to present his/her case in writing, rather than appearing before a Committee or Panel in person. Should a student exercise the right to appear before a Committee or Panel, then this body will be convened at this University. The cost of travel arrangements shall initially be borne by the student, but may be refunded (in whole or in part), at the discretion of the Vice-Chancellor, if a student is found by the body to be innocent of the alleged offence.
