Ordinance XII - The Deputy Vice-Chancellor and the Pro Vice-Chancellors
1. The Deputy Vice-Chancellor and Provost shall be appointed by the Council on the recommendation of the Senate and after consideration of a report from a Joint Committee of the Council and the Senate.
2. Subject as provided in the Statutes and to any agreement between the University and the Deputy Vice-Chancellor and Provost for appointment for a fixed period expiring before the retirement date, the Deputy Vice-Chancellor and Provost shall hold office until the retirement date provided for in the Statutes. Any appointment for a fixed period expiring before the retirement date shall be made by the Council on behalf of the University subject to the concurrence of the Senate.
3. The Deputy Vice-Chancellor and Provost shall duly observe the Charter, Statutes, Ordinances and Regulations of the University and shall at all times carry out and discharge the duties thereby from time to time vested in, or entrusted to, him/her. The Deputy Vice-Chancellor shall act for the Vice-Chancellor in his/her absence or during a vacancy in that office and in such matters as may be from time to time entrusted to him/her by the Vice-Chancellor. At the discretion of the Vice-Chancellor, the Deputy Vice-Chancellor and Provost shall be responsible for the line management of the Pro Vice-Chancellors and the Deans.
4. Except with the permission of the Council, the Deputy Vice-Chancellor and Provost shall devote his/her whole time and attention to his/her duties as Deputy Vice-Chancellor and Provost, and it shall at all times be his/her duty to promote the interests of the University as a place of education, learning and research.
5. In addition to the Deans, whose appointment process is at Ordinance X, two or more Pro-Vice-Chancellors may be appointed by the Council from among the members of Senate and other senior academic staff of the University after the approval of the Senate.
Procedure
All members of the Senate shall be invited to submit nominations to the Vice-Chancellor. Thereafter they shall be invited to give their views on the names submitted to the Deputy Vice-Chancellor and Provost or Pro Vice-Chancellor (or exceptionally a former Pro Vice-Chancellor or a Dean) serving on the Committee, who shall identify and recommend to the Appointment Committee the most suitable candidate for appointment in accordance with the job description and criteria established for the office.
Appointment Committee
The Senate shall make its recommendation to Council on the report of an Appointment Committee consisting of:
- The Vice-Chancellor (in the chair)
- The Deputy Vice-Chancellor and Provost or Pro Vice-Chancellor, (or other) who has consulted the members of Senate
- One Dean
- One Director
- One other member of Senate and
- One (lay) member of Council.
6 The Pro-Vice-Chancellors shall hold office for a period of five years from the date of their first appointment. Thereafter the appointment may be extended by the Council after the approval of the Senate to give a period of office not exceeding ten years in total.
7 The Pro-Vice-Chancellors shall act in such matters as may be from time to time entrusted to them by the Vice-Chancellor or the Deputy Vice-Chancllor and Provost.
